A better layout designer

Should be able to design layouts together in a desktop rather than have to shape them individually and hope they fit into the subsequent shape.  It's really painful to design multiple desktop layouts!  Also, the app should reflect desktop layouts consistent with the desktop layouts instead of individual panels.
