Make Layout Bar Smaller?

I have positioned the layout bar at the top center of my screen. When I say "layout bar," I mean the bar with available layouts which appears when I click on and drag a window. The layout bar is too big vertically; it often gets in the way when I drag to reposition a window. I would like to make the layout bar smaller vertically, so that it occupies a smaller slice at the top of the screen. Can I do that? If so, how? If not, please treat this as a feature request.
